Choosing a US state for your CPA application can feel harder than choosing the qualification itself. One state asks for specific accounting subjects. Another offers different education and experience pathways. A recommendation that worked for your colleague may not suit your degree.
CPA requirements depend on the US jurisdiction you apply through, even when you take the examination in India. Your academic credits, subject coverage and eventual licensing route matter more than a state’s popularity.
This matters especially for B.Com graduates, postgraduate students and working accounting professionals. Before paying application fees, you need answers to two separate questions: can you take the examination, and can you eventually obtain the licence?
This guide explains that distinction, compares selected state requirements and helps Indian applicants assess their options. It also highlights changes taking effect during 2026 and 2027. If you are still exploring the qualification, start with this CPA course overview, then use the checks below to plan your application.
CPA US eligibility involves more than enrolling in coaching. State boards set requirements for examination admission and professional licensing.
Your checklist should cover:
Exam eligibility does not automatically establish CPA certification eligibility. A state may let you sit before you complete its licensing requirements.
Also, the familiar “150 credits plus one year of experience” formula is no longer universal. States are introducing alternative pathways, with different implementation dates. Always check the route available when you expect to apply.
The comparison below focuses on selected jurisdictions relevant to an international applicant’s shortlist. It summarises examination education requirements, rather than every licensing condition.
Academic hours refer to US semester credits, not classroom hours or coaching duration.

What applicants should check |
|
New York |
Before 21 November 2026, the 120-credit route requires coverage of four specified accounting areas. |
New applications face expanded subject requirements from 21 November 2026. |
|
Texas |
Pathway B requires a recognised bachelor’s degree, 120 credits, 24 upper-level accounting credits and 21 upper-level business credits. |
Licensing requires additional subject coverage and qualifying experience. |
|
California |
Through 2026, applicants need a bachelor’s degree or higher, 24 accounting credits and 24 business-related credits. |
Three ethics credits become an examination requirement from 1 January 2027. |
|
Washington |
A bachelor’s-degree option requires an accounting concentration: 24 accounting and 24 business credits. |
Match your education option to the corresponding licensing pathway. |
|
Montana |
Published examination criteria require 24 accounting credits above introductory level and 24 business credits. |
Required accounting coverage includes financial accounting, auditing, taxation and management accounting. |
|
New Hampshire |
A bachelor’s degree with 120 credits, including 30 accounting and 24 business credits. |
Meeting total credits alone will not resolve missing accounting subjects. |
These differences explain why a single national eligibility checklist can mislead applicants. The published state criteria should guide your shortlist.
For other states, use NASBA’s state-board directory, which covers all 55 US accountancy jurisdictions. Review both examination and initial-licence requirements for your chosen board.
Texas introduced its new pathway on 1 August 2026:
Both routes also require the specified degree, subjects, examination and other certification conditions.
Under Pathway B, certification requires 27 upper-level accounting credits and 24 upper-level business credits, including the prescribed ethics course. Experience must involve qualifying non-routine accounting work under an appropriately licensed CPA.
The practical lesson: Texas exam approval at 120 credits does not mean your education checklist is finished.
New York changes its examination subject requirements on 21 November 2026.
Before that date, its 120-credit examination route requires financial accounting, cost or management accounting, taxation and auditing.
From that date, applicants need five accounting areas and five business areas. These include accounting information systems, US business law and business data analytics.
For foreign-educated applicants, New York also separates examination evaluation from licensing evaluation. Do not assume that an evaluation approving you to sit guarantees licence eligibility.
California adds three semester credits of ethics to examination admission requirements from 1 January 2027.
Its new licensing pathway also starts then. The existing pathway remains available through 31 December 2028, creating a transition period.
If you plan to apply during this period, compare education and experience together. A route requiring fewer academic credits may require more work experience.
There is no separate nationwide Indian eligibility rule for the US CPA. You qualify through your selected US jurisdiction.
For Indian applicants, CPA undergraduate requirements usually involve two separate checks:
A three-year B.Com should never receive an automatic eligible or ineligible label without reviewing the applicable rules.
Likewise, do not assume that M.Com, MBA, CA or another qualification produces a fixed number of accepted credits everywhere. Treatment can differ between jurisdictions and evaluators.
For example, two B.Com graduates may have studied different amounts of taxation or auditing. Their degree titles match, but their evaluation outcomes may differ.
Check the selected evaluator’s instructions before ordering documents. Common preparation tasks include:
CPA course eligibility for Indian students should begin with this academic review. Coaching admission and board approval serve different purposes.
Yes. India is an international CPA testing location. However, your chosen jurisdiction must participate in international examination administration.
NASBA currently lists Alabama, Idaho and North Carolina among the jurisdictions that do not participate. This can affect your shortlist even when your education meets their requirements.
The usual sequence is:
CPA exam requirements in India therefore combine US jurisdiction approval with international testing procedures. Testing in India does not create an Indian-issued CPA licence.
There is no single best CPA state for international candidates. The right choice fits your education, documentation and realistic licensing plan.
Compare shortlisted states against these questions:
For example, a working professional may meet examination requirements but lack an eligible experience supervisor. That problem deserves attention before examination fees are paid.
A graduate with an accounting-credit shortage faces a different decision. Additional recognised coursework may matter more than finding the cheapest application.
CPA admission requirements become easier to manage when you separate assumptions from confirmed facts.
Avoid these mistakes:
Before paying, create a one-page comparison showing what you already meet, what remains missing and how you will close each gap.
Consider how CPA study supports your intended work in reporting, auditing, US taxation or accounting advisory. Then compare actual job descriptions with your current skills.
Passing the examination alone does not guarantee a role, salary increase or overseas placement. Employers also assess relevant experience, communication and practical accounting ability.
At IIC Lakshya, you can discuss CPA study planning and academic guidance alongside your education and work commitments. The selected board retains authority over eligibility.
The most useful CPA requirements checklist covers the entire journey: degree evaluation, examination access, missing coursework and qualifying experience. Choose a state you can realistically progress through to licensing not simply one that lets you start sooner.
