Two people can share the same desk in a Bengaluru tax outsourcing office, work through the same pile of 1040s in February, and end up in completely different careers by year five. One is a tax return preparer. The other is an Enrolled Agent. Through the busy season, their work looks almost identical. The difference surfaces the day the IRS mails a notice, because only one of them can represent the client without narrow limits.

That's the real distinction, and most brochures bury it under fee tables. Registration lets you file. A licence lets you represent.

If you're a commerce graduate, a semi-qualified CA student, or someone two years into a US tax processing job, this is the fork in front of you. What a Tax Return Preparer Is Allowed to Do?

Anyone who prepares US federal returns for a fee needs a Preparer Tax Identification Number from the IRS. For a basic non-credentialed preparer, there is no degree, examination, or minimum training requirement. You apply, pay the annual fee, and renew each year. For a non-credentialed preparer, that single number is the whole of tax preparer registration.

So, when someone asks what a tax return preparer is, the useful answer is a functional one: a preparer is anyone the IRS permits to prepare and sign returns, whose authority generally ends where the return ends.

There's a middle rung worth knowing. The Annual Filing Season Program is voluntary and is built around annual continuing education rather than the three-part Enrolled Agent examination. It gives an unenrolled preparer limited rights to speak with an IRS revenue agent, customer service representative or similar IRS employee about a return that the preparer actually prepared and signed. Those rights do not extend to appeals or collections. Preparers who skip the programme hold no representation rights on returns filed after 2015.

India runs a separate track of its own. Under Section 139B of the Income-tax Act, 1961, the Tax Return Preparer Scheme authorises TRPs who help eligible domestic taxpayers file. It is real work, but it serves a different market from US tax preparation services and is not a route into the IRS credential.

Who Is an IRS Enrolled Agent?

An Enrolled Agent holds the highest credential the IRS awards. The licence is federal, which matters more than students often expect. A CPA is licensed by a state board; an IRS Enrolled Agent can represent any taxpayer, in any state, before any IRS office, on any federal tax matter. Examinations, appeals, collections, penalty abatement, and instalment agreements all of it sits inside the licence.

Practice is governed by Treasury Circular 230, and enrollment isn't permanent. You maintain it with 72 hours of continuing education every three years, including at least 16 hours annually and two hours of ethics each year.

Two doors lead in. One is five years of qualifying technical experience with the IRS. The other is passing the three-part Special Enrollment Examination, and it is the door practically every Indian candidate uses.

Why Representation Rights Decide Your Pay

Sit with a hiring manager at any US tax outsourcing firm and the economics become plain. Return preparation is billed by volume and priced against every other delivery centre in the country. Notice response, audit support and appeals are billed for expertise, and the client's exposure is measured in real dollars. A CP2000 notice questioning $40,000 of unreported income isn't a data-entry problem.

That's the work firms cannot hand to an unlicensed preparer to manage independently before the IRS. It is also harder to automate. Software has been taking over basic tax preparation for more than a decade and keeps improving. It may help draft a response, but it cannot hold representation rights or take professional responsibility for arguing reasonable cause in a penalty case.

Mentors running our US taxation batches put it more bluntly to students: speed makes you useful for four months a year; a licence makes you useful for twelve.

How to Clear the Enrolled Agent Exams?

The Enrolled Agent Course isn't a degree programme and doesn't pretend to be. Many candidates finish within eight to twelve months alongside a job, which is precisely why the credential caught on with people already working night shifts on US returns.

The sequence is short. Apply for a PTIN, register with PSI, and book Part 1 on Individual Taxation. Each part contains 100 multiple-choice questions and is timed at 3.5 hours. Part 2 covers Business Taxation and is the paper students often underestimate; partnership basis, S-corporation distributions and depreciation rules tend to cause more trouble than the concepts in Part 1. Part 3 handles Representation, Practices and Procedures and reads lighter, though the ethics questions are fussier than they look.

Cleared parts don't stay valid indefinitely. You must pass all three parts within three years, so plan your attempts around the busy season rather than spreading them out without a clear timetable.

What Enrolled Agent Course Fees Actually Cover?

Budget in three buckets, not one. Coaching or study material is the first. A separate examination fee goes to PSI for each of the three parts. An enrollment fee follows when you file Form 23 after passing.

Published Enrolled Agent Course Fees often refer only to that first bucket. Ask any institute for the all-in figure in writing and clarify how retakes are priced before you pay a deposit. Enrolled Agent Salary and Jobs in India

Demand clusters in a few places: Big Four capability centres in Bengaluru, Hyderabad, Gurugram and Kochi, mid-sized US CPA firms with Indian back offices, and independent tax preparation services companies serving American clients directly.

Enrolled Agent Jobs in these firms carry titles such as US tax associate, tax reviewer, tax analyst and, higher up, controversy or representation specialist. On money, treat every figure as a range rather than a promise. Newly licensed candidates with little experience commonly start between ₹4.5 and ₹7 lakh a year. With two to four seasons of return experience behind the licence, ₹8 to ₹14 lakh is a fair band. Senior reviewers who own client relationships and handle IRS correspondence sit above that band.

Enrolled Agent Salary depends less on the certificate than the marketing suggests. Two things move it: how many seasons you've genuinely worked and whether you can draft a defensible reply to an IRS letter without supervision.

Which Path Fits You This Year?

Final-year BCom or BBA students with no work experience can start preparing while they study, but employers will still test the basics of Form 1040 schedules before they care about a credential.

If you already spend a busy season working on US returns, the calculation is simpler. You have the context, the vocabulary, and the client exposure. What you lack is authority, and that's precisely what the exam supplies.
