If a checklist told you that Enrolled Agent registration ends with booking a seat at Prometric, that instruction expired on 1 March 2026. The IRS handed the Special Enrollment Examination to a new testing vendor, PSI Services, and the change goes well beyond a new website. Candidates taking the exam from outside the United States now test only through remote proctoring. The in-person international centres that Indian candidates used earlier are no longer part of the route.
Every few weeks, a student walks into one of our counselling rooms holding a two-year-old EA registration checklist, having already paid for study material but without a PTIN number in hand. If the remaining paperwork has to be filed by mail, it can take roughly six weeks to clear.
So here is the current path, in the order the IRS expects you to follow it: the PTIN application, the exam booking through PSI, the fees you actually pay, and the enrolment form that converts three passed papers into an IRS Enrolled Agent credential.
In practice, Enrolled Agent registration comes down to five steps.
Notice what the list leaves out. No degree requirement. No articleship. No minimum work experience. A final-year BCom student and a tax professional with eight years at a Bengaluru GCC both begin at the same place.
That openness explains why EA registration draws so many commerce graduates in Kerala and Tamil Nadu. It also explains the most common planning error we see. Each step affects when you can begin the next, and two of them run on IRS processing time that no amount of urgency will shorten.
A PTIN is the identification number the IRS issues to anyone paid to prepare US federal tax returns, and it is the first item on the official list for EA candidates. You apply through the IRS Tax Professional PTIN System or by paper using Form W-12. The 2026 fee is $18.75, and the IRS does not refund it.
Most applicants who hold a US Social Security Number finish the online form in about fifteen minutes and receive the number immediately after payment.
Most Indian candidates fall into this category, and the route is longer. You complete Form 8946 as part of the PTIN application. The supporting documents can be uploaded during the online process; if you apply by mail, submit Form 8946 alongside Form W-12.
Under the current IRS instructions, you must provide two valid government-issued documents, at least one of which contains your photograph. A passport may serve as one document, with a national ID card or foreign driving licence serving as the second. Your address on the application must be outside the United States. Allow around six weeks if you apply by mail.
Start this the same month you decide on EA, not after you finish Part 1 preparation. Candidates who reverse that order routinely lose a booking window. Also remember that the PTIN expires every 31 December, with renewal opening in mid-October. If you are continuing with EA registration, renew it whether or not you sat a paper that year.
Enrolled Agent exam registration happens through the PSI candidate portal, where you create a profile, link your PTIN, choose a part, and pay $317 when you book. The Prometric Enrolled Agent exam ran its final appointments on 28 February 2026. Any guide still describing a Prometric EA exam booking flow is describing a process that has closed.

March and April stay closed each year while the IRS updates the paper for new tax law. The 2026 vendor transition created the additional delay before the July and September opening dates shown above.
Run PSI’s system check before you pay for anything. The software must be installed on your laptop, permits only one monitor, and will close other programs. Corporate laptops with locked installation rights fail this test regularly.
Two more details cost candidates their fee more often than any exam question. The first and last name on your PSI profile must match your photo ID exactly, so check how your passport prints your initials. The second is the room itself: four walls, no other person, no phone, no notes, and water only in a clear container with the label removed.
The EA exam splits into Part 1 (Individuals), Part 2 (Businesses), and Part 3 (Representation, Practices and Procedures). Each part has 100 multiple-choice questions and runs for 3.5 hours, with a four-hour appointment covering the tutorial, survey, and two ten-minute breaks. Fifteen of the hundred questions are experimental and carry no marks, though nothing on the screen tells you which fifteen.
Scores are placed on a scaled range of 200 to 800. The passing mark is 500.
You may attempt each part four times inside a single testing window. If you need to reschedule the same part, PSI requires a wait of at least 24 hours. Once you clear a part, that credit lasts three years from the date you passed it. Miss the deadline on the remaining papers and the earliest credit lapses.
Check one more constraint before you book. The current window tests the Internal Revenue Code as amended through 31 December 2025, and every reference to the current year means calendar 2025. Older material teaches the wrong law.
Most of our mentors suggest starting with Part 1. The content sits closest to what commerce graduates already recognise, and an early pass steadies the nerves. Part 2 carries the heaviest load and deserves the longest study block. Part 3 has the shortest syllabus, which tempts candidates into underestimating Circular 230.

If you clear all three parts on the first attempt, the total comes to roughly $1,110, or around ₹1 lakh before foreign exchange and card charges. Coaching, study material, and any re-attempts sit outside that figure. Compared with the total outlay on a US CPA, the EA route stays modest, which is a large part of its appeal for early-career professionals funding the qualification themselves.
Passing the third part does not make you an Enrolled Agent. You must apply for enrollment on Form 23 within one year of that pass date, pay the $140 fee through Pay.gov, and allow around 60 days for processing. The IRS then runs a suitability check covering your personal tax compliance and criminal background.
After the credential arrives, maintenance begins. Enrolled Agents complete 72 hours of continuing education across each three-year cycle, with a minimum of 16 hours annually and two of those on ethics. Your PTIN must stay active throughout, which is why that December renewal date matters long after the exams end.
You can generally reschedule without forfeiting the fee until 48 hours before your appointment. Inside that window, or if you skip the slot, you pay the full $317 again. Arriving 30 minutes late or more produces the same result.
The costlier errors are quieter. Candidates book Part 2 in February with five weeks of preparation because the window is about to shut, then lose both the fee and their confidence. Others let a PTIN lapse in December and discover the gap only when the enrolment form is rejected. A few forget the three-year carryover entirely, clear Parts 1 and 2 quickly, drift for two years, and watch the first credit expire.
None of this is difficult to avoid. It simply needs the calendar built before the studying starts.
Work backwards from the last date you want the Enrolled Agent certification in hand. Add 60 days for Form 23, then three exam appointments spaced according to your realistic study capacity, followed by up to six weeks for the PTIN if you are submitting Forms 8946 and W-12 by mail. For most working candidates in India, that arithmetic lands somewhere between 10 and 16 months.
